Sustainable NI Response to Review of the NISEP & Energy Efficiency Provision' Discussion Paper

The NISEP (formerly the Energy Efficiency Levy) has provided funding for vital energy efficiency schemes since 1997. The NISEP is funded by electricity customers through a public service obligation. Approximately £9million is collected annually delivering £7.5million of grants to low income households. 

The Utility Regulator published a Discussion Paper on the Review of the Northern Ireland Sustainable Energy Programme (NISEP) and Energy Efficiency Programme. The paper provides a wealth of background information followed by a series of consultation questions.

In our response, Sustainable NI recommend the following:

  • that the focus should remain on fuel poor households
  • that any future scheme should be accessd through a one stop shop which is triaged operated
  • that provision of energy efficiency advice should be a key component of any future scheme
  • that the current off-gas rural population need a sustainable heating alternative
